 What police are supposed to do when they do not know how many people are inside is pull back and maintain a zone of control to prevent further entrance and exit to the building. Then, using bullhorns, they're supposed to make contact with whomever is inside in an effort to ascertain if there are any children or bystanders. At this point, if the situation does not deescalate, SWAT is called in, and then further steps are taken. Even by the police standards Breonna Taylor was considered a "soft target" that did not meet the minimum threat score to utilize a SWAT team. The irony being that had it been a SWAT operation, they would be required to have EMS and paramedics on standby in case of casualties - they would have been able to render aid which could have been life saving instead of letting her lay on the ground to bleed to death unattended.
