 Aus app is a proximity sensor that's supposed to handshake via BT with other phones with the app installed when it gets to within a specific range, the idea being that you can then determine if you have been close enough to an infected person to warrant contacting. Basically the NZ app is a good phone citizen that does almost nothing while the AU app is trying to silently exchange information with other phones without user intervention, ie - not a good citizen. As Ben Shapiro once said "The places that have acted quickly and locked down early tend to have the largest spikes in case numbers.
